GOVERNMENT ENERGY MANAGEMENT PROGRAM (GEMP) TRAINING COURSE

INTRODUCTION

The Department of Energy Department Circular 2023-05-0009 Government Energy Management Program (GEMP) Guidelines calls for all government entities (GE) to reduce their electricity and fuel consumption by at least 10% and appoint Energy Professionals (Energy Officer, Focal Person and Coordinators).

 

These Energy Professionals shall undergo training to implement an Energy Management Program from a Recognized Training Institution (PIEMPI) and apply for certification from the Department of Energy. The Energy Professionals shall oversee the implementation of an Energy Management Program in his/her establishment and organization to monitor, manage, control, and reduce energy consumption.

 

The GEMP TRAINING COURSE

 

Program Objectives

 

At the end of the training program, the participant shall be able to:

  1. Familiarize with the RA 11285 GEMP guidelines and online submission requirements

  2. Familiarize with the ISO 50001:2018 Energy Management System international standard

  3. Implement an Energy Management System in your establishment

  4. Familiarize with Energy Management Best Practices

  5. Familiarize with Energy Audit

  6. Familiarize with Financing options, and

  7. Implement an integrated approach to achieving energy savings and regulatory compliance.

 

Skills and knowledge requirements of Trainees

Recommended to have at least 1 year of experience in operations, engineering, facilities management, engineering design, maintenance, project management or energy related activities.

 

  1. Preferably handling a position as Manager, Chief, Supervisor, Senior Staff, Consultant, or related positions connected with Government Establishment (LGU or Agency). Energy data shall be needed from these establishments to complete the course.

  2. Must be assigned by the Government Agency with Plantilla as Energy officer, Focal Person or Coordinator.

  3. Working knowledge on MS Office (Excel, Word and Powerpoint).

  4. Must be a licensed engineer or a graduate of any four-year course.

  5. Must have basic knowledge in the following fields:

    • Health, Safety and Environment, Machine functions and operation

    • Workplace communication, working in a Team, critical thinking and problem solving

Benefits of the program

This course equips the participants with the competency to comply with the DOE requirements on energy efficiency and conservation such as the implementation & improvement of energy efficiency measures, energy monitoring & control, and preparation of periodic energy utilization and energy conservation program reports. The course also enables the participants to maximize the opportunities and reduce the risks brought about by energy related issues, and better manage the energy consumption of the facilities, equipment, and devices.

 

A Certificate of Completion shall be given to participants who attended at all 5 sessions, and submit an Energy Conservation Program. Otherwise, a Certificate of Attendance shall be given to the participant. The Certificate of Completion shall be submitted by the Trainee to DOE along with other document requirements.

 

Plus! All participants who pass the course shall be invited to become a member of the Philippine Institute of Energy Management Professional, Inc. with 1 – year FREE membership.

 

Training Methods:

  1. The webinars shall include lectures using PowerPoint, examples and short workshops.

  2. Sample applications shall be given to participants during the webinar in a workshop to practice the tools and learnings.

  3. A test/evaluation shall be instituted in the following to measure knowledge gained: 

  • At the start of the training to establish baseline knowledge of the participants

  • An assessment survey shall be conducted to the participants to get feedback on the course and speakers.

Training Requirements:

  1. PIEMPI shall provide the platform (Zoom) for the on-line webinar. A link shall be sent to the participant via email prior to each training day.

  2. Participant’s registration shall be sent via email.

  3. A Guide to Participants shall be sent to registered participants.

  4. PIEMPI shall provide the training handouts in a google drive for unlimited review.

  5. Participants should be fully paid prior to receiving the Zoom link for the webinar series.

  6. Participants are advised to join using a single device (laptop or tablet)

  7. Participants shall need energy data from an establishment for the Energy Review and Energy Conservation Program.

Speakers and Trainers:

Speakers and trainers shall come from our pool of UNIDO/DOE National Experts on Energy Management System and Energy Systems Optimization with vast experience and high level of technical skills.
